HealthConnex

NC HealthConnex is a secure electronic network that facilitates conversations between health care providers, allowing them to access and share health-related information across the state.

They will collect, store and disseminate secure patient health information. They will make available a provider portal to all fully participating providers. This portal will allow you to view a patient’s medical history.

AMS Software

AMS Software is not affiliated with HealthConnex, we are a third party software vendor that can create HIEA compliant data.

AMS will provide you with an HIEA compliant EHR and SOAP Notes system. This system will generate patient demographic and visit data, then make that data available to the NC HIEA.

Your Practice

All health care providers who receive state funds (e.g., Medicaid, NC Health Choice, State Health Plan, etc.) for the provision of health care services must connect to NC HealthConnex by specific dates in 2018, 2020 and 2021 to continue to receive payments for services provided

Your office will generate specific files to be submitted to the Health Connex system. These digital files will contain the patient’s demographic information as well as their visit information.

Who is required to connect to NC HealthConnex?

All health care providers who receive state funds (e.g., Medicaid, NC Health Choice, State Health Plan, etc.) for the provision of health care services must connect to NC HealthConnex by specific dates in 2018, 2020 and 2021 to continue to receive payments for services provided (NCGS § 90-414.4).

When are we required to connect?

October 1, 2021

By the deadline, you will need to have an agreement on file with the HIEA.

Within 6 months of the deadline, you must be submitting information successfully or you will no longer be paid for your State-Funded visits.

How does a provider meet the "connected" requirement?

You must have an EHR vendor that can submit “clinical and demographic information” pertaining to services paid for by Medicaid and/or other state health care funds … to NC HealthConnex daily”

What are the Agreements?

There are two types of agreements that providers may enter into with the HIEA. Both agreements meet the requirements for the HIEA.

Submission-Only Participation Agreement

The more simple of the two. This is an agreement to form a uni-directional connection to the HIEA. You will provide the requisite data to the State for visits that are covered in the plan. This agreement does not require you to submit a BAA.

Full Participation Agreement

This agreement allows you to enter into a uni-directional or bi-directional agreement with the state. You can view patient data through the NC HealthConnex clinical portal. You must submit the same information as a Submission Only Agreement. You must submit a BAA to Fully Participate.

Can my patients opt out?

Opt-out forms are readily available online on the “For Patients” page. Once the patient mails NC HIEA the form, the opt-out processed within two business days.

Forms must be completed in their entirety in order to be processed.

Partially completed forms will not be accepted.

Which patient's data will be sent?

The NC HIEA prefers that all patient visit data be sent.

The only data that is required to be sent is for patients that are receiving State Funds.
